    Description:  Once again, Qaradawi attempts to frame himself as the 'moderate' between the rejecters and the extremists, but he has failed to establish his 'moderate' stance based on soundness of jurisprudence. He has attempted to echo many of the concepts which many Islamic groups have already addressed, only he has tried to frame HIS interpretation in his 'moderate' stance.

    Presenting Imams Shafii', Ahmad, and the ulama of Hanafiyah (rahm) as representative of HIS interpretation is mere posturing. Does Qaradawi claim the changes in circumstances of today mean that today's "state of Islam" , or Islamic state, equates to the nation states in which he lives? Meaning, is he saying that today's nation states that the West originated and which are designed based on Western concepts are the equivalent of "states of Islam" whereas the khilafah is no longer a legitimate anticipation because the 'circumstances have changed'?
